Agenda and minutes

Apologies for absence were received from Councillors Phillip Irwin and Ian Jelley.

The minutes of the meeting held on 30 June 2022 were approved as correct record and signed by the Chair.

The Chair invited those members who wished to do so to declare any interests in respect of items on the agenda.

No interests were declared.

AnnMarie Dodds, Executive Director of Children’s Services, presented a report to the Executive Advisory Panel setting out the proposed procurement of a supplier to coordinate the delivery of the Holiday Activities and Food Programme in North Northamptonshire in partnership with the Council from March 2023 that will be discussed at the meeting of the Executive on 25^th August 2022.

The Panel queried how support was also provided to those not in education, employment or training. The Director responded that the Council was using its social care networks as well as its own support networks to provide support to that demographic.

Overall, feedback in respect of the scheme to date was reported as having been very positive.

Resolved:-

That support be given to the proposals to be submitted to the Executive, in that:-

a)    The delivery of the Holiday Activities and Food Programme to date and its benefits to children, young people and families in North Northamptonshire be noted;

b)    Approval of the procurement of a supplier to coordinate the delivery of the Holiday Activities and Food Programme in North Northamptonshire in partnership with the Council from March 2023 in line with the Contract Procedure Rules.

c)    Delegated authority be given to the Executive Member for Children, Families, Education & Skills in consultation with the Executive Director of Children’s Services (DCS) to take any further decisions and actions required to conclude this procurement and award the contract.

The Democratic and Electoral Services Manager provided an update on the latest forward plan of executive items for between 1 august and 30^th November 2022.

It was noted that two Children’s Services items would be considered by the Executive on 25 August 2022, both of which had been considered by the Panel.

Resolved:-

That the latest Forward Plan of Executive items be noted.

The Panel discussed the forward list of items to be considered at future meetings, with additional items requested as follows:-

     i)        Briefing on the School Admissions and Appeals process to take place on 3 October 2022, with all councillors to be invited to attend;

    ii)        An Update on early childhood Provision to take place on 22 November 2022;

   iii)        A Briefing on the Work of the Children’s Trust to take place on 22 December 2022.

Resolved:-

That the Forward List of Items be updated, following discussion.

There being no further items, the Chair thanked members and officers for their attendance and closed the meeting.
