The report of the Assistant Director of Regulatory Services was received to enable the sub-committee to consider any interim steps they wished to take following the application by Northamptonshire Police for a summary review of the premises licence for Quality Food 4 You trading as Braces News, 99-101 Montagu Street, Kettering.  

 

Appended to the report were the following:

 

·         Application for Review under the Licensing Act 2003

·         Police Certificate

·         Current Premises Licence

 

The summary review had been brought to committee having been received from Northamptonshire Police at 11.22am on Tuesday 28 November 2023, as an expedited process within the Licensing Act 2023, where there is evidence of a serious crime or serious violence or both.

 

The report detailed the process of dealing with the summary review, with a sub-committee being called within 48 hours of receipt of the application followed by a formal review within 28 days.

 

The sub-committee was asked to consider the application from Northamptonshire Police, and what action, if any, to take immediately with regards to the premises licence.

 

The options available to the sub-committee to take interim steps to modify the licence conditions, were to exclude the sale of alcohol, remove the DPS or suspend the licence, taking into consideration the recommendations from Northamptonshire Police.

 

The report and verbal update of the police representative detailed the findings of the police, with the application being submitted under the amendment to the Licensing Act 2023 by the Violent Crime Reduction Act 2006.  

 

The chair thanked the police representative for their verbal update.

 

The sub-committee discussed the issues and serious nature of the police findings and agreed that in the circumstances the licence should be suspended.

 

It was also agreed that a full review would take place at 9.30am on Thursday 21 December 2023 at the Council Offices, Swanspool House, Wellingborough.

 

Resolved that the premises licence be suspended, and that the sub-committee would undertake a full review on 21 December 2023.
