Decision

 

Members received a report that sought planning permission for the conversion of an existing dwelling to provide 5 x self -contained bedsits on two floors, including a new single storey rear extension some 3m deep and 8.4 metres wide in a matching brickwork.  

 

The report also detailed an external 6-bicycle stand along with a 5 bay bin store. In addition, 4 parking bays are detailed off Balmoral (4.8m by 2.4 metres) on what is already an informal parking area. 

 

Members raised concerns over the suitability of parking arrangements, parking standards and the over development of the site.

 

Following debate, it was proposed by Councillor Addison and seconded by Councillor Z McGhee that the application be refused, contrary to the officers’ recommendation on the grounds of:

 

      i.        inadequate parking provision

    ii.        overdevelopment of the site

 

It was agreed that the application be REFUSED.

 

 

 

[Under delegation, it was agreed following the meeting that the reasons for refusal would be worded as follows:-

 

1.   The proposal is contrary to Policy 8 of the North Northamptonshire Joint Core Strategy (2016) [CS] in that the proposal fails to ensure parking provision in accordance with adopted (highway) standards designed to secure safe and pleasant streets.

 

  1. The proposal is contrary to Paragraph 134 of the National Planning Policy Framework (2021) and Policy 8 of the CS- in that the proposed use as bedsits/flats would lead to unacceptable intensification of use of the building (overdevelopment) resulting in on road car parking and comings and goings to the detriment of existing neighbours’ amenity and the existing character of the area.]

 (Members voted to refuse the application, contrary to the Planning Officers’ recommendation)

The application was therefore REFUSED
