Minutes:

The Committee considered the following applications for planning permission, which were set out in the Development Control Officers Report and supplemented verbally and in writing at the meeting. Two speakers attended the meeting and spoke on applications in accordance with the Right to Speak Policy.

 

The reports included details of applications and, where applicable, results of statutory consultations and representations which had been received from interested bodies and individuals, and the Committee reached the following decisions:-.

Proposed Development

 

*3.1     Application to provide an  additional industrial building for the storage and processing of recyclable waste at Plots 19 to 26, Sanders Lodge Industrial Estate, Rushden, Northamptonshire, NN10 6BQ for Monoworld Group PLC

 

            Application No: 20/00062/WASFUL

 

Speakers:

 

Councillor Gill Mercer attended the meeting and addressed the committee as the ward councillor for the proposed development raising several objections to application based on the detrimental impact of noise pollution, odour and pest to neighbouring properties and communities. Cllr Mercer raised concerns regarding the lack of action to address the loss of local residential amenity.

 

Demetri Petrou attended the meeting and addressed the committee as the Applicant for the proposed development and stated that extended mitigation works had been undertaken over the last 4 years to address local objections. It was heard that the proposed development would help to deal with local concerns and that the management team had been in regular contact with the environmental agency.

 

 

Decision

 

Members received a report about a proposal for which full planning permission was being sought to construct an additional ‘L’ shaped building in the north-western corner of the existing waste facility. It was noted that other works included the reorganisation of the car park, addition of two disabled spaces, electric vehicle charging points and cycle stands, and construction of a new concrete retaining wall.

 

Members raised questions in relation to the lack of information with regards to fire risk assessment, pest/odour control plan and noise assessment plan.

 

Members also queried regarding the core spatial strategy and whether or not the minerals and waste strategy included relevant information on the impact on amenity. It was noted by members that within policy 18 clauses were included that stated that developments should not significantly affect amenity.

 

Following debate it was proposed by Councillor Dalziel and seconded by Councillor Armour that the application be approved in line with the officers recommendation.

 

 

 

It was agreed that the application be APPROVED subject to the following conditions:

 

 

  1. The development hereby permitted shall be begun before the expiry of THREE YEARS from the date of this permission. Written notification of the date of commencement shall be sent to the Waste Planning Authority within 7 days of such commencement.

 

  1. Except as otherwise required by conditions attached to this planning permission the development hereby permitted shall be carried out in accordance with the following approved documents:
